Re: time frames -- Director of ICBF -- the real story The director of ICBF, Dra. Beatría Elena Guzmán,is not new. She is starting her second term. She was appointed by Uribe after his first election. She is a VERY honorable woman. (I had the pleasure of speaking with her yesterday morning about our adoption.) She has been concerned that the adoption houses do not follow established govt laws. For example, the age range, allowing those over 40 to adopt infants. It disturbs her that if you are willing to pay an extra $10,000 you can get an infant even if you do not meet established guidleines. She, and many others in Colombia, feel that this is baby selling. In effect, if you can afford it, you can get an infant. It is also concerning to her that the children have been placed in foreign families at such young ages (2-4 months old) when there are Colombian families that want the youngest possible child and they are rejected by the private adoption houses because they cannot pay the requested donations. THis is also disturbing to her, because in COlombia, money if not allowed to exchange hands in an adoption. The private adoption houses have been able to get around this by saying that it is merely a DONATION and not a requirement. HOwever, everyone on this list knows that it IS a requirement. If you were to tell your agency, I am not going to pay the $10,000 donation, you would not receive a baby. Dra. Guzmán has been enforcing the rules and making the adoption houses place their children in Colombian families first. She now requires that a member of ICBF sit on the adoption commitee to ensure that Colombian families (in Colombia or abroad) receive priority assignements. This is in complete agreement with established Hague guidelines. Adoption agencies abroad have been giving her a lot of flack because this cuts into their bottom line, and time frames. She is also requiring that the private adoption houses help house infants taken from their families because of abuse and neglect and either place them for adoption or provide for them while foster families can be found. I really hate to see negative talk about a woman, who is NOT WILLING to take bribes to allow the status quo. She has done more to ensure that Colombian children are well cared for and placed in loving homes than any previous director of ICBF. She is NOT slowing down the process in the courts -- she does not want that, nor does she have that much power. She has, however, slowed down the process in the adoption houses, to allow for Colombian families to receive the priorty the deserve under international law and to ensure that those same families are not required to DONATE large sums of money. If your agency begins to speak negatively about Dra, Guzmán and her reforms, please realize that that talk is counter productive to the entire system of adoptions in Colombia. The adoption houses have paid a lot of money in a negative campaign against her. If you read Spanish, you can see many of the atricles in El Tiempo. She feels very embattled, but continues in her war of words with the adoption houses. Vi har to barn fra privat barnehjem i Colombia, og har aldri gitt noen donasjon i forbindelse med våre adopsjoner.Vi har også en "ICBF`er" og hadde "like" prosesser alle gangene. Vi fikk strenge beskjeder om at det ikke skulle utveksles penger, og fikk heller aldri noen spørsmål om dette. Hvis dette er et rykte så er det jo sterkt beklagelig, og hvis utviklingen har blitt slik at man må "donere" penger så er det enda mere beklagelig. Det er 8 år siden vi sist var på et privat barnehjem, til dere som er nyere i gamet. har det endret seg? Uten at jeg kjenner de eksakte beløpene osv, så tror jeg nok du kan gå ut fra AF har betalt donasjon til barnehjemmet på deres vegne. De norske organisasjonene (iallefall de 2 store) tar alle utgiftene ifm adopsjon og fordeler likt på alle som adopterer, dermed merker ikke den enkelte adoptant at det faktisk kan være ganske store forskjeller i hva adopsjonen koster fra land til land.
