During Sept. 26-27 China held a foreign adoption conference. Present were representatives from 29 provinces in attendance. Director/Chairman Lu Yai and Secretary Zhang Shen, along with representatives of the central government, attended the meeting as well.

Secretary Zhang chaired the meeting and gave opening remarks. He said this meetings main topic is “ to report status and identify problems so we can all work together and improve what we do. As new information or new problems surface, we need to be honest, think big picture, think outside the box, and work on newer and better policy”.

In the meeting, central placement and it’s sub departments each reported on the status of foreign adoption from Jan-Aug 2006 as well as the “Tomorrow Plan”. The IT group introduced the “children with special need” web system. The placement center also stated what the documentation requirements are for the adoption of “special needs children”. Each representative also reported their foreign adoption status for their region and talked about the future direction of the program, especially in the area of special needs children adoption. Everyone agree to work hard and seek opportunity and efficiency and help the special needs children finding a suitable home soon.

Chinese Adoption Center Chairman Lu Yin gave a speech to those present. He provided analysis on the foreign adoption program and gave the following guidance. All provinces must unite in their thinking, raise common understanding to a higher levels and have a courageous and firm “it’s all for the kids” mind set. We must increase accountability, improve work proficiency, clearly understand our tasks, streamline our process, open up our bottle necks and continueously increase our abilities and efficiency. We must ensure the foreign adoption program continues to improve and sustains healthy growth.

This meeting achieved it’s goal in providing information, experience, and collaboration on new ideas. Also, it is noted that a lot of good feedback was received from the participants.

My Mandarin gets a tiny bit rustier each year, but I'm pretty sure I got it all correct. Note: the fact that it was posted in Mandarin with no English translation is a key clue that it was an internal policy meeting of some form or another, yet open for public disclosure (in summary at least, who knows what real details took place behind closed doors.
